Model Solar Permitting Fee Schedule

Solar permit fees range widley across jurisdictions, despite the fact that most solar installations adhere to the same standards and use similar equipment.  Additionally, many jurisdictions assess permit fees based on the overall project cost, which is often disproportionately high compared to the time required to review and inspect the system.  As local building officials become more familiar with solar installations and with ongoing solar-specific training, the time required to permit a solar systems (especially smaller, standard systems) should be minimal.  The following model solar permit fee structure simultaneously allows local governments to recover their cost of reviewing and inspecting standard solar projects, while also creating a fair and balanced fee schedule that doesn't break the bank for solar customers.

A subdivision of more than 10 units should be considered for an additional fee reduction based on the repetitive nature of the reviews.

This fee schedule is adapted from Solar ABCs Expedited Permit Process for PV Systems with input from Utah's solar industry representatives.  This proposed fee schedule conforms with best practices outlined by Vote Solar and the U.S. Department of Energy.
